The Congress was attended by Comrade Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and and Education Commission; Comrade Truong My Hoa - Former Central Party Committee Secretary, former Vice President; Comrade Nguyen Thi Hoai Thu, Former Member of the Party Central Committee, former Member of the National Assembly Standing Committee, former Chairwoman of the Committee for Social Affairs; Comrade Le Minh Hoan – Central Party Central Committee member, Vice Chairman of the National Assembly, former Secretary of Dong Thap Provincial Party Committee; Comrade Nguyen Thanh Tam - Party Central Committee member, Deputy Head of the Central Organizing Committee; Comrade Huynh Thanh Dat - Party Central Committee member, Deputy Head of the Central Propaganda and Mass Mobilization Committee; Comrade Bui Van Nghiem - Party Central Committee member, Deputy Head of the Central Internal Affairs Committee; Comrade Nguyen Van Danh, Party Central Committee member, former Secretary of Tien Giang Provincial Party Committee, etc.

Comrades from the provinces and cities included Ngo Chi Cuong, Member of the Party Central Committee and Secretary of the Vinh Long Provincial Party Committee for the 2020-2025 term, and Nguyen Ho Hai, Secretary of the Ca Mau Provincial Party Committee.  Former Secretaries of Provincial Party Committees from all periods attended the Congress as well. 

The Congress was attended by 450 delegates from the Dong Thap Provincial Party Committee, representing around 120,676 members.

The opening speech of the Congress was delivered on behalf of the Presidium by Comrade Le Quoc Phong—Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of the 15th term, Dong Thap province, and delegate of the Dong Thap provincial Party Committee for the 1st term, term 2025-2030.

He noted that the 1st Congress of Delegates, term 2025-2030, is a watershed moment in the political lives of the Party Committee, administration, and people of the province.  The Congress establishes a new development route for the new Dong Thap province, with the goal of achieving breakthrough development during a period of strong national development.

During the two working days, the Congress will summarize and objectively evaluate the results of the Congress Resolution's implementation, as well as review the leadership and management of the Provincial Party Executive Committee for the 2020-2025 term, and discuss and vote to approve the goals and tasks for the 2025–2030 term. At the Congress, the Politburo and Secretariat will announce the decision of the Politburo and Secretariat appointing the Provincial Party Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary, the Inspection Committee, the Chairman, and the Deputy Chairman of the Inspection Committee of the Provincial Party Committee for the first term, the 2025-2030 term, and report to the Congress on the delegation of the Dong Thap Provincial Party Committee. The Congress will also examine and provide feedback on draft documents prepared by the Central Committee for submission to the Party's 14th National Congress.

Comrade Le Quoc Phong stated that the province has been heavily impacted by the Covid-19 pandemic as well as the negative effects of natural disasters from the beginning of the term (2020-2025). However, the Party Committees of Dong Thap and Tien Giang provinces have worked hard to improve leadership and exceed many of the Resolution's goals. The magnitude and rate of economic growth have been fairly strong; the economic structure has evolved in the correct direction; and investment in physical facilities and socioeconomic infrastructure has been prioritized. The new rural construction initiative has produced real benefits; education, science and technology, culture, sports, and people's health care have all improved significantly. Social security has been ensured, and people's material and spiritual lives are constantly improving. National defense and security have been maintained, while social order and safety have been guaranteed. Foreign policy and international integration have expanded. Administrative reform has experienced significant modifications, resulting in increased state management effectiveness and efficiency. Party building activity has received special attention, including a tight, thorough, and successful implementation of the relationship between party building and rectification, among other things.

With the action motto "Solidarity—Democracy—Discipline—Breakthrough—Development," Comrade Le Quoc Phong requested that each Congress delegate uphold the spirit of responsibility, concentrate their intelligence, actively participate in discussions, and contribute numerous quality opinions to the documents. The Congress's performance is critical to the province's development from now until 2030, with a long-term vision of 2045. Cadres, party members, civil servants, public employees, armed forces personnel, and the province's inhabitants are all optimistic about the Congress's success.

Following the opening speech, the Presidium presented a summary report on the draft Political Report of the Provincial Party Executive Committee, term 2020 - 2025, to be submitted to the Provincial Party Congress, term 2025 - 2030; and a summary of the draft Report on reviewing the leadership and direction of the Provincial Party Executive Committee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee, term 2020 - 2025, among other things.
