In order to achieve this, the Provincial Party Secretary tasked the Provincial People's Committee with creating a model and mechanism for the Center to support innovation and startups. This model would operate as a public-private partnership, with the private sector handling management to ensure efficiency and the state covering facilities, training expenses, and a portion of operating costs.
At the same time, Provincial Party Secretary Le Quoc Phong stressed the need to foster the entrepreneurial spirit in the community, particularly among young people, including students and rural youth, as well as to build entrepreneurial connection activities, a positive and regular communication system, and introduce policies, successful models, and typical startup examples. At the same time, it is necessary to improve administrative procedures, support policies, and market connections in order to give innovative ideas the chance to be commercialized.

During the 2026–2030 period, Dong Thap province's startup program aims to develop over 9,750 new businesses, over 19,400 operating businesses that contribute to the province's budget, over 50 science and technology businesses, 75 innovative businesses, 100 innovative startups, more than six public science and technology organizations under the province, and more.
